Signature du premier contrat de ville en France !

Ce jour, après un beau travail partenarial autour de la Communauté Urbaine d’Arras, nous avons signé le premier contrat de ville en France aux nouvelles résidences de Saint-Nicolas.

Le contrat de ville, c’est un bel outil permettant de réduire les inégalités de développement entre les quartiers et de permettre aux habitants de participer pleinement à cette dynamique via notamment les conseils citoyens.

En tant que Vice-Président de la CUA en charge de l’Habitat et de la politique de la ville, je veux croire que cette signature s’accompagnera aussi d’un acte de justice de la part du gouvernement en retenant les 5 quartiers du territoire communautaire candidats au renouvellement urbain. Ce choix primordial permettra de poursuivre le travail dans les quartiers candidats comme nous l’avons déjà fait pour le quartier Saint-Pol à Arras ou pour les nouvelles résidences de Saint-Nicolas.

En 2009, les Nouvelles Résidences faisaient partie des trois sites préfigurateurs de la rénovation urbaine (Anru) avec Valenciennes et Lille. Le ministre Patrick Kanner y est venu ce lundi signer le contrat de ville de la CUA, soulignant le travail des élus communautaires : « une dynamique au service des habitants ».

Le centre Chanteclair comme point de ralliement, on ne pouvait donner meilleur lieu de rendez-vous au ministre de la Ville. Patrick Kanner, qui a insisté sur la dimension humaine accompagnant ces projets urbains, dans un contexte où les quartiers et la politique de la Ville sont mis à mal.

Le ministre a passé le message : une page se tourne pour la politique de la Ville, dans un « pays miné par les discriminations ». Il a rendu hommage au secteur associatif « précieux ». Avant de répondre à Alain Cayet, maire de Saint-Nicolas, qui a rappelé le contexte socio-économique, mais aussi politique, dans lequel la rénovation urbaine a été menée. Son objectif ? Décrocher des fonds dans le cadre du nouveau projet de renouvellement urbain. Formulant un vœu pour que les trois bâtiments (172 logements) exclus du premier programme ne soient définitivement pas les « oubliés de l’ANRU ».
